Between 1994 and 1998 he was president of Colombia. Prior to becoming President of the Republic, he was a senator, a Bogot\u00e1 councilman and a legislator for the Cundinamarca department of Colombia. A graduate of the \u201cPontificia Universidad Javeriana\u201d, he received degrees in economics and law. During his presidency he promoted a development plan known as the \u201cSalto Social\u201d (Social Leap). In 2014, he was elected Secretary General of UNASUR, where he remained until 2017. Currently, he leads a movement to build an agenda that would bring together the Ibero-American nations through Corporate Scenarios.
