Ex embajador de Chile en China, India y Sud\u00e1frica tambi\u00e9n ha sido ministro del gabinete en el gobierno chileno. Ex vicepresidente de la Asociaci\u00f3n Internacional de Ciencias Pol\u00edticas (IPSA), ha sido profesor visitante en las universidades de Konstanz, Oxford, Par\u00eds y Tsinghua, y ha publicado 17 libros.
