Vitor de Andrade Monteiro

Doctoral Researcher in Constitutional Law, Complutense University of Madrid

Vitor Monteiro is a doctoral candidate in Constitutional Law at the Complutense University of Madrid and holds a master’s degree in Public Law from the Federal University of Alagoas (Brazil). He is a visiting researcher at the Max Planck Institute for Comparative Public Law and International Law (Germany). Previously, he served as an advisor on International Affairs to the TSE (Brazil). He is a researcher at the Complutense Observatory on Electoral
Disinformation and the “Technology and Democracy – I+DEM” Research Group at the Complutense University of Madrid. He is a specialist in constitutional and electoral law, with publications focusing on digital democracy and disinformation in electoral processes. He has been awarded the National Prize for Innovation in Brazilian Electoral Justice and the Academic Prize of the Global Network for Electoral Justice. He is a co-author of several works, including the books “AI and Electoral Campaigns” (Wiley), “Artificial Intelligence and Electoral Campaigns: Information Dysfunctions and Systemic Threats of New Political Communication” (CEPC), and “Artificial Intelligence for (More) Free, Fair, and Efficient Elections” (Lumen Juris).
